La situazione socio-politica
Bratunac è un Comune della Republika Srpska situato lungo il versante ovest della valle del fiume Drina, nella regione Nord Est della Bosnia Erzegovina, ai confini con la Serbia.
Situata a pochi chilometri da Srebrenica, Bratunac è stata teatro di scontri tra serbo-bosniaci e bosniaco-musulmani dal 1992 al 1995 e la popolazione musulmana ha subito il massacro del 11 luglio 1995, quando le Milizie serbo-bosniache agli ordini di Mladic si impadronirono di Srebrenica massacrando tutti i maschi di età compresa tra i 14 e i 60 anni.
A causa del recente conflitto oltre il 60% della popolazione di Bratunac è costituito da donne, spesso sole o capofamiglia e la presenza di anziani è molto forte; questi fattori influenzano in termini significativi le possibilità di sviluppo economico.
Tuttavia il miglioramento della situazione politica ed economica del paese si è tradotto, a partire dal 2003, nell’ aumento delle richieste di rientro a Bratunac da parte dei profughi: si stima che i ritornati siano ormai pari al 35% della popolazione musulmana pre-guerra.
Anche se permangono situazioni di conflitto latente, come d’altronde in tutto il territorio della ex-Jugoslavia, le elezioni dei consigli di villaggio nelle frazioni di Bratunac hanno visto fin dal 2003 la formazione di consigli a composizione etnica mista, con un forte segnale verso il ristabilimento di un clima sociale positivo.
ACS è arrivata in Bosnia Erzegovina, presso Bratunac, dal 2002 e in collaborazione alla Cooperativa Insieme di Bratunac (vicino a Srebrenica), ha creato e portato fino all’autonomia il progetto Lamponi di pace. Attraverso la costituzione della cooperativa e la coltivazione e lavorazione di piccoli frutti (lamponi, mirtilli, more) le comunità serbo-bosniaca e bosniaco-musulmano hanno riscoperto la capacità di vivere insieme dopo la terribile esperienza della guerra (1992 – 1995).
Il progetto Lamponi di pace è dedicato alla coltivazione e commercializzazione di piccoli frutti e ha il fine di riattivare l’economia rurale su base sostenibile. Il villaggio rientrava fino al 1991 nella maggiore zona di produzione di piccoli frutti della Jugoslavia, che si sviluppava su entrambi i versanti del fiume Drina facendo capo ai centri di ricerca e assistenza tecnica di Chuck Chuck e di Videolina. Circa il 90% della popolazione era legata direttamente o indirettamente alla produzione di lamponi, di varietà adatte alla surgelazione e alla trasformazione. Esisteva quindi una conoscenza radicata delle tecniche di produzione, che costituiva un’ottima base di partenza per migliorare la gestione aziendale dal punto di vista tecnico ed economico.
L’obiettivo del progetto era quello di riattivare l’economia rurale su base sostenibile attraverso la creazione di un sistema micro-economico basato sulla coltivazione di piccoli frutti. Nel 2003 dopo un’iniziale raccolta fondi per far fronte alle situazioni di emergenza si è costituita la Cooperativa Insieme, formata da donne e uomini serbo-bosniaci e bosniaci-musulmani. Partita inizialmente con 10 soci, oggi coinvolge oltre 500 famiglie di contadini. Sempre nel 2003 è stato creato il primo vivaio all’aperto con l’introduzione di piantine di lamponi rifiorenti e more e mirtilli, per diversificare la produzione e allungare il periodo di raccolta. Nel 2005 al vivaio all’aperto si è aggiunto il vivaio in serra per una produzione di oltre 120.000 piante all’anno, sono stati organizzati corsi di formazione in Italia per i tecnici della Cooperativa che hanno approfondito temi specifici (varietà tecnica di coltivazione sistemi di irrigazione; difesa delle colture; introduzione alle tecniche di coltura biologica; ruolo e funzionamento di una cooperativa; amministrazione di un’azienda agricola) e nel 2006 sono arrivati l’impianto di surgelazione con capacità di stoccaggio di oltre 300 tonnellate e mezzi e macchinari necessari adeguati.
Dal 2009 grazie al laboratorio di trasformazione si lavorano e ottengono ottime confetture.
Dal punto di vista sociale la cooperativa favorisce la convivenza tra le comunità bosniaca-musulmana e serbo-bosniaca e ha permesso di riavviare il dialogo tra i due gruppi. Ha inoltre favorito l’organizzazione di una rete di sostegno che coinvolge numerose realtà del terzo settore ed enti locali italiani; sono stati proposti numerosi momenti di incontro e conoscenza con associazioni e istituzioni italiane, tramite viaggi di turismo responsabile, missioni istituzionali, invio di stagisti e di consulenti tecnici, partecipazione dei rappresentanti della cooperativa ad eventi pubblici in Italia.
Grazie ai risultati raggiunti è forte la volontà di allargare il supporto alla popolazione locale. La disoccupazione giovanile femminile, che costituisce un problema di per sé in un contesto a rischio come quello bosniaco, porta spesso a scontri, discriminazioni e fratture tra comunità. Nascono allora nuove iniziative indipendenti dal progetto principale dal punto di vista economico, ma basate sullo stesso spirito di condivisione.

Progetti minori ma non meno interessanti e importanti sono stati quelli relativi alla formazione e al lavoro, perché si sono rivelati strumenti preziosi per creare le condizioni di una coesistenza pacifica e alimentare la fiducia reciproca.
Lungo il fiume Jadar, a causa della scarsità di mezzi di trasporto e della conseguente difficoltà di connessione con i centri più vicini è forte la richiesta di servizi a domicilio. In collaborazione con tre associazioni di donne attive nell’area (Forum Žena, Jadar, Maya) ACS ha organizzato corsi di formazione di 6 mesi, tenuti da parrucchieri professionisti, per ragazze serbo-bosniache e bosniaco-musulmane che ora possono poi fornire il servizio anche nelle aree più remote. Alla fine del periodo di formazione, la partecipazione ad un workshop, presentato da una figura professionale italiana, ha stimolato nelle partecipanti il confronto con le realtà di altri paesi nello stesso campo professionale.
Avendo individuato la necessità di innalzare le competenze professionali dei lavoratori e lavoratrici adulti di Bratunac e Srebrenica, ACS ha organizzato corsi di lingua inglese di livello base (beginners) di durata quadrimestrale, con due lezioni in aula alla settimana e un incontro individuale una volta al mese. Al termine del primo corso è stato possibile seguire un corso di lingua inglese di livello avanzato, che ha dato la possibilità ai partecipanti di ottenere un certificato riconosciuto a livello internazionale.
Sono attualmente in fase di progettazione percorsi formativi e di sensibilizzazione contro la violenza sulle donne, per la cittadinanza attiva e i diritti di cittadinanza europea, attività sportive, informatica, attività aggregative per i giovani.
